Freelance developer for web based application

Looking for freelancer(s) to build a web-based application

We are a really small operator in the aviation space (non-scheduled operator). We have several regulatory requirements which are today being maintained as paper records (as the regulator requires it to be maintained in paper).

However, I want to go ahead and build a few applications for our internal use, which can help keep things in place:-

1. Breath Analyzer Records: Whenever we operate flights we have to mandatorily take a BA Test, it is easy if we are in base, however, when we are outside, we have to rely on 3rd party and other operators for this. I wanted to build a simple web based system, whereby the pilot and crew can just go in to a web page on their phone and upload a copy of the BA Video and the medical form.

2. Cross Utilization: Whenever we take pilots from another company or send our pilots to another company, there is a standard format for a cross-utilisation No-objection certificate that needs to be generated and once the pilot finishes flying a certificate that he has completed the flying has to be given. I wanted to build an app that a pilot can use to generate a cross utilisation NOC and once the flying is completed, upload the fam and other docs back.

3. training records: every pilot has scores of training’s (PPC, IR, Check, SEP, CRM, AVSEC, etc etc). I wanted to make the application where you can enter the training and the date of the last training and the certificate of the training and it will automatically set a reminder for 1-month prior to the expiry.

Are there any freelancers over here who can help me build this? This will be a paid-gig.
